2SITE_STRICT Enabled by Default in Replication

The 2SITE_STRICT replication configuration parameter is now turned on by default. This configuration parameter is controlled using the DB_REPMGR_CONF_2SITE_STRICT. flag on the DB_ENV->rep_set_config() method.
